Tender wording you can adapt.
Written in the structure procurement teams already use, and benchmarked against public tender documents for tyres and run-flat systems from the UN, the UK Ministry of Defence, police and municipal fleets. Mandatory clauses use "shall"; scored clauses use "should". Every Tyron figure comes from a published Tyron test or product document, which can be supplied with a bid.
Part A. Tyre retention system for fleet vehicles on standard wheels
Cars, vans, ambulances, fire appliances, buses, trucks and trailers. The product is the Multiband.
1Scope
- 1.1
This specification covers the supply, fitting and support of a tyre retention device fitted inside the tyre, on the existing wheel, to [number] vehicles of the types listed in Schedule 1, for a contract period of [x] years with [y] option years.
- 1.2
The device is required to keep a deflated tyre seated on the wheel rim after sudden pressure loss, so that the driver retains steering, braking and cornering control and can drive a medium distance at reduced speed to a place of safety.
- 1.3
Lots: Lot 1 passenger cars and vans. Lot 2 ambulances, fire appliances and buses. Lot 3 trucks and trailers on 17.5 to 22.5 inch wheels.
2Definitions
- 2.1
"Tyre retention device" (well-filler band, safety band): a band fitted into the well of a standard one-piece wheel that stops the tyre bead dropping into the well when pressure is lost.
- 2.2
"Run-flat insert": a solid or multi-piece insert mounted on the rim inside the tyre, on which the tyre runs when deflated. Covered by Part B.
- 2.3
"Self-supporting run-flat tyre": a tyre whose reinforced sidewall carries the vehicle at zero pressure, as defined in UNECE Regulation 64. Such tyres are not the subject of this specification.
- 2.4
"Deflated condition": sudden total loss of tyre pressure, by blowout or rapid puncture, at normal operating speed.
- 2.5
"Standard wheel": the vehicle manufacturer’s one-piece steel or alloy wheel with a fitting well.
3Performance requirements
- 3.1
The device shall lock the tyre to the wheel rim in the deflated condition, so that the tyre does not drop into the fitting well and the rim does not contact the road.
- 3.2
With one or more tyres deflated the vehicle shall remain controllable in steering, braking and cornering through a handling course and slalom. The supplier shall state the test speed and distance achieved.
Tyron reference: TÜV test on a range of vehicles, 3 km at 80 km/h then 3 km at 50 km/h through a handling course and slalom. Certificate and film available.
- 3.3
The device shall give run-flat capability for a medium distance at reduced speed with two or more tyres deflated, sufficient to leave the carriageway or a hazard area and reach a safe place to change the wheel. The supplier shall state the distance.
Tyron reference: a medium distance at reduced speed with two or more deflated tyres (Multiband); up to 50 km with one or more tyres deflated (Multiband HD).
- 3.4
The device shall fit the vehicle’s existing standard wheels and tyres and shall not require changes to wheels, chassis, suspension or brakes.
- 3.5
The device shall have no moving parts and shall not affect acceleration, braking or fuel consumption in normal use.
- 3.6
Mass: the supplier shall state the mass per band for each wheel size.
Tyron reference: about 1 kg at 15 inch to 2 kg at 22.5 inch; Multiband HD under 2 kg.
- 3.7
Tyre pressure monitoring: where the vehicle has TPMS, a bracket or clearance for the wheel sensor shall be provided.
- 3.8
Identification (scored): each device should carry a means of confirming remotely that it is fitted after a tyre change.
Tyron reference: RFID fitted as standard on Multiband HD.
- 3.9
Service life: the device shall need no servicing and shall be removable and refittable at each tyre change for the life of the vehicle.
- 3.10
Refit tooling: a tyre fitter shall be able to remove and refit the device with a portable tool supplied with the vehicle set, without a hydraulic press. The supplier shall state the tool mass.
Tyron reference: portable fitting machine under 3 kg, kept with the vehicle.
4Test evidence required
- 4.1
With the bid, the supplier shall provide an independent test report or certificate for the device, showing the test body, vehicle, wheel and tyre size, load, speeds, distance and course, and whether the report covers the sizes offered.
Tyron reference: TÜV certificate and film for the handling test in 3.2.
- 4.2
The supplier shall provide evidence of use by comparable fleets: police, ambulance, fire or defence.
Tyron reference: approved by NATO, with NATO stock numbers for the ATR range and Multibands (supplied on request); used by the UK MoD; mandated for the riot vehicles of every UK police force; selected by UK constabularies for pursuit vehicles and protected carriers.
- 4.3
Acceptance test (recommended): before bulk fitting, the buyer may witness a controlled deflation test on one of its own vehicles fitted with the device. Results vary with speed, weight, tyre aspect ratio, tyre age and make, road conditions, cause of deflation, temperature and suspension, so a test on the buyer’s own vehicle is the best evidence.
5Standards referenced
- 5.1
UNECE Regulation 64 and Regulation 30, for the definition of run-flat tyres excluded from this lot.
- 5.2
The national tyre standards that apply to the tyres themselves (for Malaysia, the MS series).

- 5.4
The buyer may require a certified quality management system from the supplier; the supplier shall declare what it holds.
